Q: Why the number "19" for "Station 19" in the final stage?
Inoue: The number 19 is the number of times FFI had been remade (or ported/remastered) at the time Stranger of Paradise was being made. Nomura suggested that each of the 1-18 remakes might have seen a different Stranger dispatched from a different station...... and Nojima named it [19]. Since then, the game's story shifted into one with its own independent loop, so the numbering doesn't really have any meaning anymore. But the 20th iteration [of FFI was released] in 2021, so perhaps there's a Station 20 out there, too.
