Inoue: The concept behind the four fiends' design was to make players familiar with the story think, "oh, so this is what you've become..." Tiamat, Fiend of Wind, was born of Sophia's hatred and negative emotions binding with the dark crystal, and was the first Fiend to appear in Cornelia. Even after Jack and the others became Chaos and the Fiends, their hatred for the Lufenians remained, and it became Tiamat's role to destroy the Lufenians remaining in Cornelia. With this in mind, Tiamat became the Fiend of hatred.
In Final Fantasy I, you can't tell gender of Tiamat by looks or speech*, but we decided that for this game it would be female, and with that in mind we created the silhouette. The inspiration for this choice is because Tiamat was revered as a goddess in Mesopotamian mythology, so we made Tiamat both a female fiend and with a female Stranger within.
Translation note: There is gendered speech in Japanese, but Inoue indicates that neutral speech was used for Tiamat in the original game.
I had Takeya design Tiamat with the basic guidelines that this is a Fiend born of a female Stranger, and one that represents hatred, and the rough draft I received was a Tiamat embedded with a woman wearing an expression of hatred. Since I had only anticipated a design based off the appearance in Final Fantasy I, I remember being surprised at the concept of having a person's body embedded in Tiamat. It was a really impressive, appealing design, so I told Takeya to keep going in that direction, and we decided anew that this would be Sophia's body from the previous iteration, preserved by its intense feelings of hatred. Also in the draft stage, the feet had claws like a beast, but Takeya ended up using another concept and made the feet more goat-like.
